In the “improper classification” category – does that comment apply to a high number of individual misclassification edit calls or is the complaint about files with no classified points? Which case is more prevalent?

This would be misclassification, for example classifying points to the wrong class or missing left over vegetation or buildings. So misclassification is more prevalent.
